Extension of the JobKeeper Payment

As a result of the ongoing effects of COVID-19, the JobKeeper payment has been extended until 28 March 2021.

In order to be eligible for JobKeeper support, not-for-profits must have experienced a decline in turnover.

  1. For charities registered with the ACNC (other than a university or school), a decline in turnover of 15% or more is required.
  2. For all other NFP entities with an aggregated turnover of up to $1 billion, their GST turnover must fall or be anticipated to fall by 30% or more.
  3. Not-for-profits with an aggregated turnover of more than $1 billion have to experience or expect to experience a fall of GST turnover by 50%.

As of 28 September 2020, the payment rate for eligible not-for-profit employees working 20 hours or more was $1,200 per fortnight. For employees working less than 20 hours per week will be entitled to $750 per fortnight.

From 4 January 2021 to 28 March 2021, JobKeeper Extension Two will be implemented. The payment rate will decrease to $1,000 per fortnight for employees working 20 hours or more and $650 per fortnight for employees working less than 20 hours.

To be eligible for JobKeeper Extension Two, employers must:

  1. Submit their decline in turnover form;
  2. Submit their decline in turnover form before they complete their business monthly declarations from 1 February 2021.

Key Dates to Remember:

  • 4 January 2021 – Employers to meet wage conditions for JobKeeper Fortnight 20 for their eligible employees by this date.
  • 28 January 2021 – Business Monthly Declarations for JobKeeper Fortnights 18, 19 and 20 due.
  • 31 January 2021 – Employers to meet wage conditions for JobKeeper Fortnights 21 and 22 for their eligible employees by this date.

The government has recognised that the activities of not-for-profits and charities are continuing to provide much-needed support to the community as we continue to navigate through COVID-19. In response to the increased demand for services, a second cash flow between July and October 2020 was delivered to eligible not-for-profit organisations.

Furthermore, the Coronavirus Small and Medium Enterprises (SME) Guarantee Scheme is an initiative supporting $40 billion of lending to SMEs including not-for-profits. Effectively, the aim of this initiative is to guarantee 50% of new loans by participating lenders to SMEs or not-for-profits with a turnover of up to $50 million.
